This is an interesting specimen of celestite. It has a "celestial blue" color, but the crystals are translucent (not the usual transparent one sees in Madagascar specimens), and they are oddly shaped, as well, being rather flat and stubby. The crystals have curved (barrel) terminations. They also have a very interesting surface texture, looking like thousands of individual crystals laying side-by-side, yet still showing a vitreous luster. Along the sides of the specimen, you can see that there is a bottom layer of celestite which is nearly transparent and a deeper blue in color.
